Consultant/Resident Program Convenor

Cameroon Baptist Convention Health Services - Hiring of a Consultant/Resident Program Convenor to design and roll out competency based curricula for a mid- level multi-skilled Rehabilitation cadre and a BSc in Occupational Therapy

1. MANDATE OF THE CONSULTANT

  1. To design two curricula: one for the mid level-multi skilled rehab cadre and one for BSc in Occupational therapy that meets the following criteria:
    • Relevant to the local, African and international context of practice;
    • Address the rehabilitation needs of children, youths and adults with different types of impairments;
    • Not only medically focused, but capable of addressing the holistic needs of the target population;
    • Informed by an understanding of the knowledge applied globally, as well as having clarity about global expectations and standards;
    • Translating this knowledge into local context and build a body of knowledge for the context of Cameroon;
    • Effective in addressing the health needs of the population through safe, competent and ethical practice;
    • Attentive to ethical practice, injustice and human rights issues.
  2. Establish clear linkage processes between all 4 developed rehabilitation training programs (BSc PT, BSc OT, Mid level Rehab Cadre and certificate in CBR)
  3. If feasible, be resident in Cameroon for at least two years (renewable) to start and graduate the first batch of mid-level multi-skilled rehabilitation cadre and complete the process for starting a BSc in Occupational Therapy.

2. SCOPE AND METHODOLOGY

In the first place, the consultant shall target the training institution (for now Regional Training Centre (RTC) for Excellence in Mutengene.

The methodology will be participatory and coaching approach. This aims at enabling the CBCHS and the RTC teams to provide input regarding the local context and to facilitate local feasibility while at the same time enabling them learn more about curriculum development and implementation.

3. DELIVERABLES

  1. A complete competency based curriculum for a mid level multi-skilled rehabilitation cadre
  2. A complete competency based Curriculum for BSc in OT
  3. List of books and digital platforms that support the curricula and will inform the setting up of a school library
  4. Framework for smooth take-off of the training, firstly, the Diploma training and secondly the BSc course;
  5. The development and roll out of a program for the Training of Trainers.
  6. A complete procedural document showing linkages between the four developed rehabilitation programs (BSc PT, BSc OT, Mid Level Rehab Cadre and Certificate in OT
  7. Sustainability plan to inform the process;

Additional if feasible for the same consultant

  1. First graduated batch of Mid Level Rehab cadre that meet all key required quality standards of an African and International standards
  2. Start of first batch of BSc OT in Cameroon that meet all key required quality standards of an African and International standards

4. TIMELINES

For Deliverables 1 - 7

  • The final curriculum and report of this for the mid-level multi-skilled Rehabilitation cadre is expected by November 15, 2021. However, intermittent drafts review will be done by the committee in charge of the curriculum before the submission deadline. Thus the Consultant is expected to focus and finalise the mid-level curriculum before engaging on the BSc curriculum.
  • Final curriculum and report of the consultant for the BSc in OT is expected by December 15, 2021. However, intermittent drafts review will be done by the committee in charge of the curriculum before the submission deadline.
  • All other deliverables within 1 to 7 are expected by December 15th, 2021
  • The processes will be on-going. The first batch is expected to graduate by October 2023 while the first batch for the BSc OT should have started by this period. This will mark the completion of the first contract, open for renewable based on need and availability of funds

5. QUALIFICATION AND EXPERIENCE

  • A holder of a Masters and above degree in the relevant rehabilitation cadres
  • At least 5 years working experience in teaching and/or curriculum development;
  • Having a good understanding of the higher Educational system in Cameroon;
  • Familiarity with disability and rehabilitation in Cameroon and experience in technical report writing on rehabilitation services (Occupational Therapy/Physiotherapy/Speech Therapy);
  • Excellent organizational and time management skills;
  • Outstanding communication, interpersonal and leadership skills;
  • An educator/faculty member
  • Proficiency in writing and reading English is necessary.
  • Knowledge in French is of added advantage

6. CALL FOR INTEREST

This consultancy is opened to University Institutions, experts, and/or educators who have experience in curriculum development in either the areas of Occupational Therapy, Physiotherapy or Speech Therapy in Africa and beyond. Interested applicants/university institutions should submit a complete application file comprising the following:

  1. A written application addressed to the director of health services;
  2. A technical proposal for undertaking the assignment, It should include a time Schedule and budget;
  3. The CV of consultant and that of team members;
  4. Two or three example reports of earlier assignment.
